EXECUTIVE ORDER 01-002 By the Governor of the Commonwealth of Cascadia DIRECTING CASCADIA SUPPORT FOR MIDWEST FUEL CRISIS RESPONSE WHEREAS, the people of Chicago, Detroit, Milwaukee, and communities across the Midwest are facing empty pumps, soaring prices, and real hardship after a sudden collapse in fuel supply; WHEREAS, a pipeline rupture and refinery fire have cut critical fuel supply to the region; WHEREAS, rigid federal fuel rules, including reformulated gasoline requirements, prevent available gasoline from reaching those who need it most; WHEREAS, no region should be left stranded by bureaucracy in a crisis; WHEREAS, Cascadia possesses significant energy and emergency management expertise and resources that can assist affected states; WHEREAS, the Governor has a duty to act with urgency in times of crisis and to support neighboring communities in need; NOW, THEREFORE, I, Alexander V. W. de Beaumont, Governor of the Commonwealth of Cascadia, by the authority vested in me, hereby order as follows: 1. IMMEDIATE ASSISTANCE TO AFFECTED STATES Cascadia's energy and emergency management agencies are hereby directed to immediately offer full technical expertise, logistical support, and mutual-aid assistance to the affected Midwest states. 2. FEDERAL WAIVER REQUEST The Commonwealth of Cascadia formally calls on the federal government to grant temporary waivers of reformulated gasoline requirements so that fuel can legally move to the hardest-hit communities without further delay. 3. AGENCY COORDINATION All relevant Cascadia agencies shall coordinate with their counterparts in affected states and with federal agencies to ensure the fastest possible response to this crisis. 4. ONGOING MONITORING Cascadia agencies shall monitor the situation and provide regular updates to the Governor's office on the status of the crisis and the effectiveness of assistance efforts. This Executive Order takes effect immediately. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Commonwealth of Cascadia to be affixed this 7th day of September, 2026.
