EXECUTIVE ORDER 01-001 By the Governor of the Commonwealth of Cascadia ESTABLISHING AN URGENT CASCADIA MENTAL HEALTH AND PUBLIC SAFETY REVIEW WHEREAS, on September 7, 2026, three individuals—Laura Wilcox, Pearlie Mae Feldman, and Mike Markle—lost their lives in Nevada County, California, in an act of sudden and senseless violence; WHEREAS, the alleged perpetrator was an individual with serious mental illness who was under treatment at the time of the shootings; WHEREAS, this tragedy exposes critical gaps in Cascadia's systems governing firearms access for individuals with serious mental illness, including gaps between treatment providers and law enforcement, between state databases, and between existing statutes and real-world enforcement; WHEREAS, the people of Cascadia deserve a system that prevents dangerous individuals from obtaining firearms when clear warning signs are present; WHEREAS, the Governor has a duty to protect public safety and to ensure that the laws of the Commonwealth are enforced effectively and coordinated across agencies; NOW, THEREFORE, I, Alexander V. W. de Beaumont, Governor of the Commonwealth of Cascadia, by the authority vested in me, hereby order as follows: 1. ESTABLISHMENT OF THE MENTAL HEALTH AND PUBLIC SAFETY REVIEW There is hereby established an urgent and comprehensive review of Cascadia's laws and systems governing firearms access for individuals with serious mental illness. This review shall examine every gap between treatment providers and law enforcement, between state databases, and between existing statutes and real-world enforcement. 2. SCOPE OF REVIEW The review shall specifically examine: a. The adequacy of existing prohibitions on firearm possession by individuals with serious mental illness; b. The effectiveness of information-sharing between mental health providers, courts, and law enforcement agencies; c. The reliability and completeness of state databases used for background checks; d. The enforcement of existing statutes in real-world circumstances; e. Any other gaps or failures that allowed the Nevada County tragedy to occur. 3. TIMELINE The review shall produce concrete recommendations for legislative and administrative change within 21 days of the date of this Order. These recommendations shall be delivered to the Governor's office without delay. 4. MANDATORY ENFORCEMENT Pending the review's recommendations, all relevant agencies shall immediately strengthen enforcement of existing prohibitions on firearm possession by individuals with serious mental illness and improve information-sharing between mental health providers, courts, and law enforcement. 5. LEGISLATIVE ACTION The Governor will author and introduce legislation to: a. Create a clear process for court-ordered assisted outpatient treatment for individuals with severe mental illness who pose a danger; b. Strengthen mandatory reporting of relevant mental-health findings into background-check systems. This Executive Order takes effect immediately.
